CDBG Small Business Revolving Loan Program


PeopleFund is under contract with the City of Dallas to manage the Community Development Block Grant Business Revolving Loan Fund Program since October 1, 2016. 

The CDBG Revolving Loan Fund Program is used to make loans to businesses within the Dallas city limits that will add jobs through expansion, relocation or growth or, retain jobs that might be lost. 

Eligible Borrowers:


  • Small and/or minority and women-owned businesses (small business size determined by the Small Business Administration (SBA) guidelines or other credible sources).

Program Objectives: 


  • Projects require that for every $35,000 of CDBG funds loaned; one (1) full-time permanent job where at least 51% of jobs, computed on a full-time equivalent basis, involve the employment of low-and moderate-income person;
  • Jobs created - must be documented to show that at least 51 percent of the jobs will be held by, or will be available to, low-and moderate-income persons;
  • Jobs retained - must document that the jobs would actually be lost without CDBG assistance and that either or both following conditions apply:
    • The job is known to be held by a low-or-moderate person; or
    • The job can reasonably be expected to turn over within the following two years and steps will be taken to ensure that it will be filled by, or made available to, a low-or-moderate income person upon turnover.   

Loan Uses:


  • Property acquisition;
  • Facility rehabilitation;
  • Working capital;
  • New construction; and
  • Purchasing of equipment and inventory.

Southern Dallas Small Business Revolving Loan Program


PeopleFund

manages the Southern Dallas Small Business Loan Program (SDSBLP) for the benefit of small businesses located in southern Dallas. The initial funding source is a Chapter 380 Economic Development grant received from the City of Dallas Public Private Partnership program. Every effort will be made by the PeopleFund to safeguard funds so that they continue to be available on a revolving basis to meet the capital needs of eligible businesses for eligible purposes.

Eligible Borrowers:


  • Small and/or minority and women-owned businesses (small business size determined by the Small Business Administration (SBA) guidelines or other credible sources)

Program Objectives: 


  • Businesses receiving assistance through the SDSBLP must be for-profit entities located within the defined program geography with the Dallas city limits;
  • One full-time equivalent job must be created or retained for every $50,000 or fraction of $50,000 loaned. All new jobs created or retained as a result of funding from the SDSBLP must be documented and reported at least quarterly to the City staff;
  • Maximum Loan Amount $75,000.

Loan Uses:


  • Property acquisition;
  • Facility rehabilitation;
  • Working capital;
  • New construction; and
  • Purchasing of equipment and inventory.

Service Area:


City of Dallas south of the Trinity River to downtown and south of I-30 from downtown to the east of the City limits.
