Redevelopment Success: Cityplace Area TIF District

Cityplace Area, the city's second district created and retired, encompassed both sides of North Central Expressway at the Blackburn Rd. / Haskell Ave. interchange. Land in the district was largely assembled by the Southland Corporation (former parent company of 7-Eleven) in the 1980s. Following a change in the economic cycle and only the Cityplace Tower office building completed, the development plan shifted into a mixed-use neighborhood that remains one of the City's most vibrant and popular areas.

The Cityplace Area TIF District was created by Dallas City Council in 1992. A DART light rail station at Cityplace / Uptown opened under North Central Expressway in 1996, providing transit access to both sides of the neighborhood. Common ownership of many of the larger parcels facilitated a successfully sequenced transit-oriented development, with the parcels closest to the freeway and the rail stations left for the final phases. The district ceased collecting increment four years early, after collecting its full intended budget, in 2008, and was retired on time in 2012.
