State Thomas TIF District
The CIty's first district laid the groundwork for success of the TIF program. On December 14, 1988, City Council established the State-Thomas Tax Increment Financing District to exist from January 1, 1989 through December 31, 2008. The State-Thomas neighborhood, located north of the Central Business District (CBD), was largely vacant at the time of the district's creation, with a preserved street grid from the historic single-family neighborhood. The 100-acre area includes the TIF District and 20-acre State-Thomas Historic District, home to the remaining single-family homes, many of which have been converted into office or retail uses.

The State-Thomas TIF District was successful at utilizing public infrastructure improvements and high-quality urban design standards to attract and enable private sector development. Development that occurred in the State-Thomas TIF District had a substantial impact on the surrounding community. When the TIF District was established, the area was 95 percent vacant. Today, most of the District is developed as a mid-density mixed-use neighborhood, with a mixture of for-sale condominiums and rental apartments, enhanced streetscapes, slow streets, and neighborhood-focused retail. The success of this District spurred the confidence of the real estate community and was one of the early drivers of what has since become Uptown Dallas.
