Mall Area Redevelopment TIF District
The Mall Area Redevelopment TIF District unites investment in the City's two legacy indoor malls into one of the nation's largest urban redevelopment projects. By combining the Valley View-Galleria district in North Dallas with Southern Dallas' Southwest Center Mall into one district, the Mall Area Redevelopment TIF will help to ensure an orderly and expedited redevelopment of these two premier gateway locations. TIF funds will assist with the provision of public infrastructure improvements that stimulate private investment and the creation of mixed-income housing.

Mall Area Redevelopment TIF District Sub-districts
The Montfort-IH 635 Sub-district, anchored by the former Valley View Center site and the modern Galleria Dallas,
is located in the center of North Dallas at the interchange of the
recently reconstructed Interstate 635 (LBJ Freeway) and the Dallas North
Tollway. Development in the six hundred (600) acre district is
underway, following the adoption of the 2013 Valley View-Galleria Area
Plan and the subsequent adoption of PD 887, the Valley View-Galleria
Special Purpose District, the City's largest form-based zoning code. The
thirty-year vision includes substantial redevelopment of many of the
properties with increased densities and a signature park.
The Westmoreland-IH 20 Sub-district is the properties comprising Southwest Center Mall
(formerly Red Bird Mall), a 1.2 million sq. ft. indoor mall at
Interstate 20 and US Highway 67 (CF Hawn Freeway). The largest retail
center in southern Dallas County, the mall was the focus of a 2009 Urban
Land Institute Advisory Services Panel report, calling for a phased
mixed-use development to gradually replace part of the mall. In 2016,
the Dallas City Council approved a development agreement with a new
local ownership group to begin the redevelopment process at Red Bird.
